The Inspectorate Staff generally seem to have
acquired the confidence of the girls to a remarkable extent,
and cases are common in which girls, ex-muitsai and others,
who have long passed out of the care of the Secretary for
Chinese Affairs, return to the office of the Inspector of
Muitsai to give an account of their progress and to seek
advice.
I have the honour to be,
Sir,
Your most obedient, humble servant,
W.D. Southoch.
Officer Administering the Government.
